Sherman power digger

I can push it in and out without any resistance, and can also rotate left and right without any resistance, I don't have a clue how it's supposed to be operated, can someone enlighten me?

You can't go by looks alone. It may perform the same function as another, but look different because it is a different manufacturer, earlier or later version, etc. We can't see how it is connected. Make a diagram of the plumbing and where each hose goes, that will help confirm what it does, then post a picture of your diagram.
