John Deere 400 backhoe

Hey all, I?m about to purchase a jd 400 industrial back hoe.
While checking out the machine I noticed the foot throttle was
touching the floor of the tractor. When I grab it it moves freely
and just flops right back down to the floor..almost as if it?s not
hooked up somewhere. any ideas what this could be? How
the linkages work? What might be missing?
 
Usually the problem is a broken spring, or the spring has slipped out of place. It's located on the right side, under the battery box , on the shaft that crosses under the battery box. there ar two short levers there, with the spring between them. Other Deeres, like the 2020 are the same.
 
I have a 1010 crawler loader with the backhoe on it.I never thought too much of it.Two minutes of digging,then three minutes of turning around,climbing down,into the other seat,then driving it ahead for 10 feet.If you can put somebody in the machine seat while you are on the backhoe seat you can really dig some trench.It loads trucks nicely with the hoe on it,but grades terribly.Hit a 2 inch rock and the front bucket comes up a foot,it gets pretty nose light with the hoe on it.That machine is now sitting out in the bushes with a bad engine and chains.
 
Well,this was supposed to be in a 1010 backhoe thread,I have no idea how I got it here.I'm sure it's me,I must have done something wrong.
