John Deere 420C crawler clutch

I have not started by John Deere 420C for about a year. I just went out and started it. To my surprise it started right off. However, when I went to move it, the clutch would not engage. I could put it in gear, have the reverse pushed forward, release the clutch, and nothing. I worked the clutch a lot but still nothing. I notice the clutch and brake pedal move the together. So what is the cause and how do I fix it.

The clutch pedal may be stuck on the brake pedal shaft not allowing the clutch pedal to come up high enough. Be careful and not get run over when the pedal comes fully up!!

Nope, it is not stuck in neutral. What appears to have happened is the clutch and brake operate on the same shaft, and the shaft has frozen enough so the brake pedal does not allow the clutch to go back enough to engage. I have worked them enough to free them enough to so the pedals are working, but still not independently of each other. Thanks
