Bobcat 742B Hydraulic Failure

I have a Bobcat 742B and ran into an issue this morning after shut-down and restart. The arms will lift but will not come down when actuating the foot pedal. You can get it to bleed off and come down using the foot pedal after you shut the machine down. Additionally, the bucket will tilt down but I cannot get it to tilt back up. All other functionality (steering controls) seems to be normal. Hydraulic fluid is new and has been topped off. Hydraulic filter has been replaced. Problem seems to be getting worse after filter replacement. Manufactured by MELROE Company, S/N: 509419712. Any help or input would be greatly appreciated.

First thing that comes to mind is safety bar linkage, when the bar is down it unlocks the hydraulics,
