Stuck/frozen hoe control valve

Ugh. Due to various reasons my Ford 4500/753 TLB sat for what appears to be "too long" - I got it started the other day and found the crowd control was completely unwilling to move - that's the control valve mechanism, (which is verified as "free to move up to the actual control valve actuator") not the cylinder (as far as I know, so far.)

This particular lever is the only one of the 6 that's evidently been broken and welded in the past, so clearly "just wail on it" is the wrong answer. The other 5 all work/move.

I got the housing off, kicked out a mouse-nest, and sprayed PB-Blaster on the exterior of the control valve, not that I expect miracles from either PB-B or Kroil (available, but the PB-B was easier to lay hands on) despite their marketing departments.

Where to go next?

The best thing to do with that is to remove the spool, take the lever off the top of the spool and the cap off the bottom, there you will find the centring spring, there will be a bolt holding the spring to the spool, undo the bolt and save the spring and seats, push the spool up,do not push the spool down if the if its rusted as it would damage the bore, clean off the rust, replace the top o'ring in the top of the bore and put the spool back, keep everything clean.
