Case 450 starting issues

I recently got my Case 450 dozer started after the winter of sitting. After I parked it I came back the next day to a no start. I believe the transmission may be low on fluid, but I can't say for sure because the dip stick doesn't have any readable marks on it. The fluid appears to come up to 3-4" on the stick. Does anyone know approximately where full should be? Also, could this be the cause to my no start?
 
what would a low trans have to do with it not starting ?low trans would cause it not to move but not start
 

Fk if I know. I'm unfortunately not a mechanic, but I did stay at a holiday inn last night. I was hoping that was enough.

I believe your transmission is over full , should be about 1 inch up on the bottom of dip stick , I will check my 450's tomorrow . On not starting , is the engine turning over ?
 
Leave the oil aside till you sort the starting issue,when cranking the engine over are you getting smoke from the exhaust,if not it a good chance the metering valve in the pump is stuck in the stop position and there is no fuel been injected,the stop should be pushed back to the run position after stopping the engine and the throttle put on full,see if you got smoke and we'll go from there.

I have attached a video of me trying to start the machine. It
continues to make this cranking noise no matter what. I tried
messing with the stop buttons wire near the engine to make
sure it wasn't stuck. Changed the battery and tried ensuring
there wasn't any air in the fuel lines with a small hand pump.
No smoke coming out of the pipe.
 
That is a very rough sound and does not sound like the engine is turning over,do it again and keep an eye on the fan to see if its turning,if not the battery is either flat or the starter has an issue.
