NH L555 skid loader, cold weather, bucket tilt stuck

Yesterday, it was about 14 degrees and I needed to start my old New Holland L555 deluxe skid steer to put out a roll of hay.

I finally got it started. I warmed it up, and it was all working fine except the bucket tilt. It tilts down, but will not tilt back up.

I'm assuming that the hydraulic fluid is just so thick that it is having trouble. I don't think it is ice, since the fluid looks perfectly fine on the dipstick- not cloudy at all.

I've used this machine through many winters and never had this issue. Ideas?
 
I was out trying it again today and found this. I can get the bucket cylinder to work if I press my left toe- this
is the overall raise/lift. Toe means go down. So, I can get it to work when I ask the boom to lower, and it doesn't
lower while the bucket is tilting.

I'm thinking it must be low on fluid. It looke3d ok yesterday, but it must be low. I know it loses some when I am
hooked up to my danuser splitter, which leaks at the gland.
 
See there is enough fluid,look under the pedals and see there is no build up of dirt that could be frozen stopping their movement,if that's ok check to see that the control rods are moving the spool valve the right amount in both directions in case a rod got bent.

you have ice in the bottom of the control valve the valve is like a piston that goes up to rise down to lower and the ice will be in the bottom cap mine did the every winter till i drilled a small hole in the cap to let the water out all it dose is holds the return spring
