JCB excavator

I've got an old JCB excavator Model 807 probably early 70s and I'm having one heckava time trying to get the injector pump primed. It has a CAV pump and it's been in the diesel shop twice to the tune of almost $1100. The mechanism that drives the pump is turning as it should. I'm injecting clean fuel directly into the pump via electric fuel pump;5-9 psi and I still can't get any squirts. A friend suggested I mix ATF and diesel. Sat. I'm going to give her 18V, maybe it has to spin faster. I've been putzing with this 2 years now a nd it's getting me p-----!.No more mine mechanics either- I'll probably have to do an overhaul job because they all want to use ether by the case. What good is that if I can't get any blue smoke. Where's the fellow from the UK, haven't seen any recent posts. I need a schematic of the pump because that is going to be the next fiasco. Hey Mr T where in MN is your cabin ? I'm in Ely the land of a million boulders. Thanks

ivor from UK here
what I am going to say now you will think it silly because you will have done this but have you slackened the pipes at the injectors while spinning engine to purge air from system

Post the pump model #, starts with 3. I'd like to look it up to see what you have. Could be if NAPA/WIX filters are used in place of the CAV filters a common mistake of adding an extra O ring in the filter top outer groove may be the trouble, that's the fuel inlet passage. When bleeding the injection pump, is there good air free fuel flow at the LOWER bleed screw? Any air there at all and it will never bleed out right. Was pump actually tested for flow through the test bench injectors, if so it should be OK. Is the front top shut off lever set fully counterclockwise, and throttle lever at least 1/2 open? CAV test specs check the pump with the low idle set at 200 RPM for testing, and if left there engine won't usually run that slow. I prefer to set the pump at 400 RPM, equals 800 on the engine.
