Case 550 G torque converter pressure question

I have been working on this dozer off and on for a while now. Replaced torque converter and charge pump a few weeks ago. Drive shaft would turn and dozer would try to move, but acted like brakes were locked. I bought a manuel and a gauge to check pressures. Solonoid is releasing and fluid under pressure is going to release brakes.When I check the charging system pressure at the filter test port, pressure is correct (about 350 psi). When I test the torque converter relief valve pressure, I get nothing. If I unscrew the test adaptor out of the "T" on the torque converter housing and start motor, it pumps out some oil but little pressure behind it. Driveshaft no longer turns with motor running. Does anybody know what is going on? Do I have air somewhere in system, oil level is full. Don't understand why I have pressure one place and not the other. If anybody has any suggestions, I would appreciate hearing them. Thanks.
 

Have you removed & inspected any of the valves in the torque convertor housing during the repairs/replacements?
 
If you mean the relief valves, yes, I have removed them and I even switched them from one side to the other. Made no difference.

There is a difference in the plugs for those valves. Had trouble once many years ago....they will effect the operation of the valves. If they are swapped around, the machine won't drive.
I can't recall exactly the difference, a drilling in the plug perhaps. Might be worth another look.
