either way? any resistance on the levers when and if they come all the way back? if you do not know you only pull a lever to steer you do not step on the brake pedal and they will not pivot turn

Yes, there is resistance when I pull to the rear. Left turn is almost no turn at all, right turn is a little bit better. It takes a really, really hard pull to make it do anything.
 
ok, sounds like someone has put regular 80-90wt oil in it,, it needs 90wt mineral oil only in that area as the anti-friction additives in regular 90wt will make the steering bands not grab,, I will guess you need to change the brake bands, remove the rear cover to access them I should have a sm to scan if you need it

I am working long hrs farming sorry have not been back, here,, I will scan out what you need as soon a I can,, I will not scan the whole manual as its over 8" thick, the band replacement is not a hard job
