Case 480E electrical problem

I'm working on a Case 480E backhoe for a guy and it won't crank over. He has had the starter rebuilt and it has a new battery and alternator. When you turn the key and try to start it all it does is make the 3 relay's behind the instrument panel click or kinda sounds like they are buzzing. The relays are new to he said he's had trouble starting it a few times like this but it eventually started so he had the starter rebuilt. I've cleaned all the ground wires the one in the battery tray and the one from the frame to the engine block. Hopefully you guys will have some ideas. Thanks
 
There is a neutral start switch on the shuttle,secure the machine and go under it in front of the right back wheel,look up and you will see where the tube carrying the dipstick goes into the housing,behind that you will see the switch,when the machine is in neutral the switch should be closed,to test the switch put the wires together.
