Case 580B backhoe steering issues

My 580B has started acting up. When I want to steer to the left, I can turn the steering wheel several times around & it will not turn the wheels. But, if I quickly turn the steering wheel to the right then back to the left it will operate turning to the left as it should. I recently put a new steering cylinder on the right side, thinking it was bypassing but it didn't do any good. I have also fixed a steering hose on the left side. The cylinder was leaking so it needed replaced anyway. About to pull my hair out on this one. Could it be the left cylinder bypassing or would it be deeper than that? Keith.
 
It could be the cylinder but it's unlikely that it would work sometimes and then not if the packing was leaking it would stay leaking,have you checked/replaced the oil filter in the pump reservoir,if not do so,when you know that is ok there is a valve between the orbital valve (steering box) and the cylinders,the spool inside that valve has to move to divert the oil from left to right,remove it,clean it and inspect the entrails.
