I have a D3 crawler Dozer. It's fairly loud. Are these machines naturally load or would a new muffler quietin it down significantly?

I assume there are no leaks in your muffler...being under the hood it can go undetected for I while. Having had four of these machines I always find them loud. I will hardly ever start one even for two minutes without ear muffs.

I wear war protection also. I noticed the mufflers are reaonablely priced but I don't want to waste money. But it would be nice to lower the db level a little.

If there are no leaks in the muffler on there I don't think you'll gain much from a new one. I find those pre-cup diesels very loud just from the operation of the engine itself aside from the noise from the exhaust. Yours may be new enough that it's not the pre-cup style but they are still not low noise like some brands of diesels.
