buddy bought a jcb 1550 that was not running. turns over, no fuel coming out of lines. has an electric selonoid on the injection pump but that seems to be working (took plunger out still no fuel).
possibly metering valve stuck? but question is, with electric solenoid that wont shut fuel down right away so should it not have a hand shut off on it???
 
If it has the electric stop it will not have a stop cable,they usually have the lever on the spindle so it can be stopped manually,take the top cover off and see the metering valve is in the run position.

On an after thought have you bled the system in the right sequence,open the bleeders on the filter/s and the two on the injector pump,prime the feed pump till you got air free fuel from the first filter and close its bleeder,same with the second,prime on till the bottom one on the pump comes clear and finish with the top one,keep on priming till the lever goes limp,open each injector pipe a couple of turns and on full throttle spin the engine over till fuel spurts from the pipe unions,tighten the pipes and you should have a start.

pump was bled as you stated just nothing on high pressure side. took top cover off metering valve was not stuck. before I did that, I put some air pressure to the tank and that made no difference either. just really looks like pump issue to me.
 
Agreed it looks like the pump has an issue,take it off and to the fuel injection shop.the engine should be a Perkins 4.236,the pump has a quill type drive on a master spline so no worries about timing.
