I've found a T4 for sale. The seller states it drives but "the steering clutches are out on the left side" He also states that these parts only cost about $160.

I don't have any experience with these, but is the cost of those parts accurate?

And how involved of a process is this fix?

The seller says he just doesn't want to mess with it.

For $2,000 is it worth it? Or do I keep looking?

I doubt his prices on parts. I notice that the track is really loose, judging by the sag in the tracks. Could be caused by different things - all of which are expensive to repair. Tracks condition is an important consideration with any crawler, along with engine condition and steering. Rebuilding track components can really add up to a large amount of $$$$.

Check drive sprockets, pins and bushings, rollers and pad condition.

General Gear in Idaho has the parts (steering clutch.com). $160 will just get you the 7 fibre discs on one side. I can guarantee that when you open it up there will be lots more to replace. The simplified process is, remove seat, remove clutch compartment covers, remove drive pinions (don't drop any bits into the bull gear case), remove centre drive axle, lift clutches out of compartments. The parts are small enough that all lifting can be done by hand, but the rust will not want to let the parts separate easily.
Replacement track parts are almost non existent, so if the pins and bushings are not really good the price is high.
 
In my opinion you would be a lot better off and farther ahead to look for a newer machine. These old machines can be a real money pit. Your initial $2000 could easily end up as $7000 to $8000 or more.
 
I think it will depend on what you want to do with it and how much money you want to spend on one. If it starts fine and runs alright you can at least check the hydraulics and the transmission. You can look at the sprockets and tell if there is any oil coming out around the shaft. If possible check the oil level in the final drives. You can feel the pins for wear. Most likely there is some. If the pins have a large flat area then there is a big problem. Look to see if the sprockets are worn . if the tips are pointed then there is a big problem. Look for any welds on the rear cases, etc. If you can replace the steering clutches your self and every thing else is pretty good then $2000 isn't a bad price as I would think a decent working one would fetch $3500 to $4500. I am not familiar with farmall dozers but from other posts it looks as though it wouldn't be that hard. If it has brake bands then probably $300-400 a side for the bands and discs. I just replaced some on an h4 allis. $330 for one side. Like I said it depends on how much you plan to use it and what your going to use it for and whether you can work on it your self. Under carriage parts, rear cases and whats inside of them except bearings or seals may be difficult to find and expensive if you need them. A lot of those old dozers were scrapped out when metal prices got so hi. Don't hesitate to ask questions. More opinions you get the better you are. Hope this helps. Norm in missouri

That's the reason I got rid of the TD5 I had purchased as a basket case. Started looking for parts AFTER I purchased it.
