Case 450 track loader won't start

It has been running perfectly but would not start this morning. I have checked the fuel system all the way to the screen where the fuel supply line enters the injector pump and I have good flow into the pump. The return line is also clear and I verified that the pump turns when the engine is being cranked. When I loosen the fittings on the high pressure side going to the injectors I don't see any fuel leaking when cranking the engine. Does the pump need rebuilding or is there another reason for the problem. It has the cable that mechanically (no solenoid) stops fuel flow when shutting down the engine and this appears to be working correctly.

It would be my guess that the metering valve is stuck in the stop position,take the top cover off the pump,study what happens when you move the stop control,you will see that it mechanically pushes the valve to the stop position,when you put the stop to the run position you will see the cam move away from the valve,if the valve does not return with it the valve is sticking,turn the valve to the run position and put the cover and return line back and see if it starts,if it does make it a practice to push the stop control in and put the throttle on full each time you stop the engine.

I removed the top of the injector pump and when the cable is pulled / pushed the mechanism inside appears to slide
freely. I've only owned the 450 for 4 weeks but it has always started very quickly.
 
The metering valve is a spiral type,the valve twists in its bore controlling the amount of fuel from none in the stop position to full throttle,to reach the stop position the valve is pushed by a mechanical linkage,when the linkage is moved to run there is no direct connection between it and the valve as the throttle goes through a spring,take the cover off again and see if the valve is moving from the stop to run,found an old picture that someone posted before,it shows the valve in the run position.

when you are trying to start it, are you getting any white smoke from exhaust, if you are that means you are getting fuel, I agree with other poster , I have seen the metering valve stick
 
I checked for pump rotation again today with better light and the fuel return valve closed so fuel was not running out of the timing mark cover. The pump is not turning so it must be a sheared shaft?
 
If the engine stopped while it was running one could assume that the pump froze and and the shaft,key or gear teeth let go but for it to happen when the engine is stopped it would have been when you cranked it over to start it did you hear anything unusual,can you get the loader raised and secured so you can see into the pump to make sure,if the shaft is not moving nothing for it but have the pump off and see what you find.

Screw inside injector pump backed out and head sheared off. This sheared drive gear key. I guess is was a coincidence
that it happened at start up. Had pump rebuilt and replaced key. Now we are running again. I appreciated the input from
you guys. This was my first repair on a diesel so it was really nice to hear the engine come back to life.
