c166 bantam excavator

I assume you mean the final drives. The final drive takes 80-90 gear oil. The drive motors get their oil from the hydraulic system.
The swing gear uses gear oil as well as the system that drives the hydraulic pumps. Neither of these two take much oil, however the final drives take a bit more. I had one of these but the manuals went with the excavator when I sold it. That's why I don't know exactly how much.

just got the machine. final drives were overfull with hyd. oil and milky like water. could hyd. oil go in the final drives from hyd. system. or maybe someone put wrong oil in the final drives. thanks

Yes, Hydraulic oil can get in the final drive if the seal on the drive motor is bad. One of my drive motors was bad that way and I ran it quite a while that way. The final does over fill after a while. This is not good as that can rupture another seal. I used to let oil out the fill (level) plug to keep it at or near the proper level. You must have a bad seal someplace in the final if you are getting water in. As long as the hydraulic oil is clean, the water has to be getting in to the final.
