TD6 engine issues

Hi, I'm new to this forum and am looking for a little advice. I recently bought a 1964 IH TD6 series 62. It runs and drives, but it lopes at idle. I showed this to one of my friends who knows a bit about diesels and he thought it might be a misfire caused by a bad injector. He suggested I start up the engine and feel the exhaust to see if one of the cylinders was not firing. There was one that wasn't getting as hot as fast as the others so I think I have found the issue. And just to verify that it was the injector, I moved it to another location to see if it made that cylinder not fire. The misfire moved with the injector.

The injector has the part number IH 310389R1. I found a few places that look like they sell used injectors, but I dont know what condition they will show up in. Is there a way I can check to verify that this injector is indeed bad? They injector looks fine, what could be wrong with it? Any help or advice would be appreciated.
 
any diesel repair shop should have a tester that will show how the injector is working.
 
I called a couple places around town and they said that they would have to send them out east to get them rebuilt or tested. The guys I talked to said that having them reconditioned cost just as much as buying a reconditioned one and sending them your core. I think I am going to give that a try. Hopefully that solves the rough idle!

I just received a new injector yesterday in hopes that it would solve my problem... It didn't. Started it up and it still has a bad lope at idle. I am kind of thinking it is in the governor now. I have never had one of those apart so I don't know quite what to look for. Any ideas?
