I have a TD-9 crawler that does not throttle up or down all the way. I have to manually do that at the fuel pump. The linkage seems to be fine, and I don't think the shaft going into the pump is sticky or gummed up. I am thinking maybe it is the spring on the side of the pump. Have any of you had this problem?
 
There has been a fair few TD9's,is yours a gas start or later,what injector pump has it got,has the pump got it's own oil,is it full,all pumps are not directly linked to the throttle,the throttle movement is linked to the fuel rack by a spring through the governor,that spring can go weak but that would not account for it not throttling down as that is done by a push lever connected to the shaft that the linkage is attached to,where the linkage is attached to the shaft going into the governor is that joint tight and moving the shaft with the linkage,check that joint and the oil and if needs must take the square plate off the side of the pump and squirt some oil into the cambox,move the throttle to stop and full several times and see if its snagging.

Not sure of brand of pump. This is not a gas start crawler. I am sending a photo of pump. I am thinking it is the spring that pulls the 2 metal arm together.

Based on your picture and the roosa master pump, I would guess the machine has set a while and the pump internal linkages are gummed up, 'specially the metering valve. Pull the top off and you will see, 3 small screws and nothing is going to jump out at you. once you have it off move your linkage and you will most likely see what's sticking. They are forgiving, sea foam or whatever will help free them up if poured in locally and things are worked by hand.

You have a modern machine ignore what I said as I was referring to the earlier machines that had an inline pump,that pump is a Roosa Master distributor type pump commonly referred to as a rotary pump,the metering valve sticking is likely the problem.
