Volvo/ Michigan L160 transmission issues

I'll try to explain..... This is a low use machine..... Last summer 1st and 2nd gear worked fine including the button down shift from 2 to1, but no 3rd and 4th. In the fall it switched from no 3 rd 4th to ONLY 3 rd and 4th to no 1 st 2nd. I tried a new gear shifter, same issue. I have power to the solenoids when powering with the gear shifter, solenoids have been checked, and I have pressure in the test ports that coincide with the gears described above, pressure in 3/4 not in 1/2. I am thinking an issue in the "gear changing unit" that works with the solenoids or in the oil galleys leading to the transmission pressure lines..... Whaddya think???
 
I'm not familiar with your machine but most electric shift power-shifts are much the same,what have you got,a four speed power-shift transmission with forward/reverse,mark the four plugs that fit on the speed solenoids and remove them,clip a jumper wire to ground and the other end to one side of the solenoid for first gear,clip another longer wire to the other side and bring it into the cap,bring another wire from the battery + in,start the engine and put the two wires together,put the F/R lever in drive the machine should move,if it does it is telling you that the solenoid,the valve,the oil pressure and clutch is ok,test the other three gears the same way,if it all checks out the problem is between the solenoids and the control switch,have a good look at the loom for damage,if it's got a nudge pedal make sure its free and working,do not try to do any tests reaching in on from the ground,if its put in gear and jumps forward or backwards you may end up under the wheels.
