Jd 40c wont turn

My jd 40c will not turn to the right .After doing some more reading and thinking .I have come up with this thought that the clutch is rusted to the fly wheel on the right drive side. I say this because when I pull on the right drive handle I can hear the motor trying to labor .
Also I am new crawler owner and I am not a 100% sure how the drive system works .this is how I think it works you push on the foot pedal and that disengages the clutch between the motor and the transmission, then on the steer side or drive side has its own throw out bearing and clutch and band brake for both sides .By pulling on the handle you inguage the throw out bearing to disengage the the drive clutch and to engage the band brake to lock up the track for it to turn.
 
(this is how I think it works you push on the foot pedal and that disengages the clutch between the motor and the transmission)
Main clutch must be engaged to move, other wise your description is correct.
Go to the JD Parts Catalog, online and put in 40 for model and drop down to sec. 862 ( 40 series tractor ) This is a free down loadable parts catalog for your machine. Pg. 35-8 shows the steering clutch assembly. Yes the plates within the assembly are probably rusted, The only safe way to free them up is to separate the assembly. For that you WILL need a good repair manual. Original copies of repair manuals are the best.
