I just bought this with steering clutches stuck. I first assumed they were manual release with the steering levers. Pull it part way and release the clutch, pull more to apply brake. When I uncovered the mechanism, it looks like the clutches release hydraulically and the brakes apply manually. It this correct? I cracked the fittings and only get air when I pull the lever. I was thinking I should have gotten oil squirt out when I pull the lever. Am I correct? I plan to order a manual but I guess I'm in a hurry to find out what's going on. Thanks

you are correct you should get fluid there at the fitting. May be a valve problem.
