By what you say this is a lever steer machine with one brake pedal, each steering lever does two jobs, the first bit you pull the lever disengages the clutch pull it further and it applies the brake, you need to have the adjustment correct,by the sound of it the clutches are ok and disengaging but the brake is not coming on,look up your manual and adjust the clutches and the brakes,it is important that the adjustment is done correctly, you don't want the brake coming on before the clutch is disengaged look underneath the steering clutch housing and see if there is any drain plugs, those brakes and clutches are dry,if oil gets on the brake bands it makes it very difficult to steer, draining the housing gets rid of moisture and sludge.

Question: Are you puling both levers back at the same time? If so It should stop moving. If you are only pulling one lever back at a time and it stops then the clutch is slipping on the opposite side from the lever being pulled. Steve. www.sadygerts.com
