Take it to your local hydraulic shop, they will be able to repair it,other than that try your local salvage yards, look on Machinery Trader under dismantled machines, search on ebay, whats wrong with the old one.

Suppose you have checked that there is fluid in the reservoir and the filter is clean, the drive belt is ok,pressure from the pump enters the cylinder and returns again to the reservoir unless the steering wheel is moved, when the wheel is moved the drag link connected to the cylinder pushes or pulls a valve which directs the fluid to one side or the other of the piston in the cylinder, the rod moves in or out turning the wheels, the two things that can go wrong with the cylinder is the seals on the piston fails or the valve does not move enough due to wear on the ball peg the drag link is connected to,there is adjustment on that, screw out the ball joint from the end and look into the hole you should see an adjusting screw, screw it in a bit till it just grips the ball and back off half a turn.
