Diesel specialist update-

Just returned from up north today. Did as recommended and changed the fuel filters on the HD3.The task was a lot easier than imagined. The primary filter had an unusual feathery looking material on the outside. The secondary filter looked fine. Both filters looked like they had been installed yesterday, new! When removing the sediment bowl there seemed to be something obstructing feed from the tank.It must have fallen out shortly after letting it flow a while. One last observation, just before cleaning the HD3 the symptom returned, stuttering and increased rpm. I was climbing a steep hill. Am I guessing this right, it was starving for fuel as AJ mentioned.

If in saying the primary filter had a feathery looking substance on the outside, you mean the stuff was on the filter media itself, then it sounds to me like you may have algae growing in the fuel. It will usually look like a feathery, slimy, goo and it is some wicked stuff. I've seen it clog a sock type filter to the degree that the filter collapsed to half it's normal size, and the pressure in the housing get high enough to blow the housing gasket out. This was after they had had the tank off and steam cleaned it.

If that's what you've got then the only way to get rid of it is with an algaecide to kill it off. At that point, plan on at least a few filter changes until the system cleans itself out.
