case 350 trc loader turning brakes

WHEN IT IS COLD IT STEERS PRETTY DECIENT THE WARMER IT GETS THE HARDER TO STEER. IT DOESNT MATTER HOW TIGHT I GET THE BRAKES, THE LINING IS GOOD ON THE BANDS. ANY SUGGESTIONS ON WHAT5 I NEED TO DO ANY HELP IS GREATY APPRECIATED!!
 
Sometimes the lining looks ok but they can be glazed and gone hard and will not grip the drum resulting in poor steering,I've often removed them and roughed them up with sandpaper,if you do that make sure they are clean of any grit going back in for the bearings sake,if they are gone like carbon it is time to replace them,it is important not to have them adjusted too tight as that can be the cause of them getting glazed if they are binding just a little.
