I made a little progress today but ran into some problems. I pried the steering clutch cylinder in enough to get the actuating pin out. It took pretty good force, is that normal? Then I took the cylinder off. I think the bolts were loc-tited but I managed to get them out. Then it said to remove the little spring that goes from the brake bands to the mount with multiple holes welded in the compartment. How are you supposed to remove that spring? I ended up squeezing the hook by the brake bands together and somehow got it pulled through the hole in the plate. When I put it back does it have to go through the plate first or can the hook just go from the outside in? Maybe installing it is easier than removing it?

The other question is regarding the bolts (11/16" wrench) that have the little compression springs on them on the brake bands. I got the nut and jam nut off the top one but the lower one, I'm going to need to cut the bolt because the nut is seized on. Even with some heat it wouldn't loosen. It says to remove these bolts and the plates on each side. How to you remove the top bolt when it hits the long steering clutch actuator arm? Is that actuator arm supposed to be able to move up and down some? I need about 1 1/2" more room to get the bolt out.

As far as the crusty stuff inside, it looks like the brown stuff on the outside ring bolted to the steering clutch is some king of brown painted on rust preventative or something. It's a soft consistency kind of like rubber.

It's frustrating when a manual tells you what to take off but not how to take it off. Most stuff is straight forward but this spring and the bolts just say to remove them. They don't just come off, so there must be a special technique or tool to get them off.

It is turning out to be a dirty nasty job and it's been about 30 deg.C that I'm working in which doesn't help. There is a lot of crud in the bottom of the compartment. Once I get the clutch out, I'll have to try and scoop the crud out.
