Back to the steering question. You gave me a hint to determine steering clutch or brake problem. One thing I was going to mention was that I got the HD3 to turn left using the right steering clutch and reverse to steer to the left. It worked quite well and wondered it that narrows it down to a stuck left steering clutch. If that is the situation would it be a thought to think about ways to release the left steering clutch? Just a thought.

if you mean by turning left (front of machine to left) when going in reverse when pulling right clutch--that means the right clutch is releasing
Try going in reverse pulling the left clutch and machine should turn right.
simpler way is to pull both clutches together and see if machine comes to a stop
 
You can do a lot of work with a dozer with one stuck clutch because you are always reversing. We worked a D2 loader for years that way until a parts tractor came along.
