Perkins timing marks

Anyone ever heard of Perkins mis-stamping timing marks on an idler gear? Crankshaft and inj. pump gear are dead on in mesh but cam needs another tooth to be fully meshed, the marks are lined up but its not fully meshed like the others.
 
No, If you have pulled the timing cover and found the marks as it is it is probably right, you will have to turn the engine over dozens of rotations for all the marks to line up.
IF you are timing from scratch ALL the marks should line up, you fit the idler gear last, if you then turn the engine over the marks will not line up again for ages.
Be sure that the idler gear bush is in good order, exess play there will cause the shaft inside the injector pump to shear off.
 
Long story and I'm going on hearsay info. Forklift was bought at auction with 1800 hrs. Has not ran in last couple years due to previous owner fixing a leak and getting engine out of time (makes no sense to me either). Engine will start and run 15 seconds then die. Its laboring when running, will not throttle up did find one bad piston which explains the blow-by. I had a guy hold the cam and inj. pump gear then removed idler gear and turned it to line up the marks, they all line up but the cam is not in full mesh like the inj. pump and crank.
