440 IC directional reverser problems?

I have a 1960 440 industrial and we think that the directional reverser is lodged inbetween. Not sure what is going on. All the gear shifter forks are where they should be and even when it is in neutral position the engine is bogging down like it is in gear and cant move. we were told that the reverser was not hooked up when i bought it (not sure why it wasnt)What should we look at?
 
"Not hooked up" or was it eliminated? We eliminated a few for customers when I was working for Deere. If it's all still there but just disconnected at the linkage- I assume it was just left in forward? There are two over-center mechanical clutches in there riding wet. If unhooked the forward clutch was left "snapped over center" and engaged (or just over-tightened), whereas the reverse clutch was left disengaged. Sounds like either the reverse clutch is binding - or - the input shaft is somehow binding up.
