is ac or dc better for welding bucket shanks and will 1/8 7018 rods work

The 1/8 7018 will work just fine. That said the typical 7018 is going to run a lot better on DC than on AC.

You can use AC for a 7018, but a standard 7018 is considered a DC rod. That said, they do make 7018 AC rods that are designed to run on AC, and are usually labeled 7018AC.

i have both ac and dc 1/8 7018 rods on hand i just have a cracker box welder looking to get a miller 250 portable welder in the coming months

Use the AC 7018 and burn them hot around 140 amps and you should be fine. If you have access to a DC welder, it will weld a lot nicer and be easier.
