580E dragging brake

I have a 2WD Case 580 E backhoe. the left rear brake has a high brake pedal and the brake drags. the right brake has a low pedal, but the brake seems to work ok. I pulled the dash apart to check brake fluid, but it appears the master cylinders are supplied by the hydraulic system. I followed the brake lines, and under the dash near the bottom of steering column there appears to be a equalizer valve of sorts. I am in the process of pulling the floorboards to see if I can figure out how to adjust the high brake. anyone have any suggestions as what my problem could be? thanks
 
Yes the brakes uses fluid from the hydraulic system,it is worth keeping in mind if bleeding the brakes that the engine has to be kept running to keep the reservoir filled,the brakes are self adjusting if everything is working right,some times the brake disc actuators can jam in the on position when they are worn,go to the link below and you can download a copy of the manual for the SE,the brakes are the same as the E.

thanks for the tip on bleeding the brakes. I would have not thought of that. i'll start with the actuators. are they worth trying to rebuild, or should I try to source new ones? thanks again aj
 
We usually replace the actuators rather than repair them but I have heard of people building up the grooves that wear into them how successful that is I don't know.there is usually after market ones to be had.
