250 jd skidsteer bucket wont tilt back

John deere 250 my bucket wont tilt back. It does dump and will pick the front wheels off the ground and hold up with foot off pedal. I took bucket off and it would tilt back the quick attach bracket at high idle but not at idle.. I switched hoses by the right side cab mount behind side shield. That made the foot pedal work the opposite and the bucket worked great tilting back. Would also dump and lift the front tires up but when you took foot off pedal would fall back down.. I just got done installing new o rings in the main valve body with no change.?? Please help.
 
I tried that while doing that the bucket would go down an inch at tip when releasing it would go up to where it was. Just fluctuated about an inch or so. Do you think it would be the system relief valve on control valve body or the shock valve under the right side loader arm? What should I try next? Was thinking of bypassing shock valve under loader arm with a homemade hose? If the bucket does tilt up or back when switching hoses like I mentioned yesterday what would that eliminate? Bucket rams, main valve body that I rebuilt by your feet? Or what
 
Gonna sound like a stupidly simple fix, but you'd be surprised how many calls I've gotten from customers with problems like this on their skid steer, and then found this when I got there. Assuming yours has peddle controls (nowdays they are all over the place), tilting the bucket back means rocking the peddle to the rear. Insure that the open area under the peddle is cleaned out. I had a mason called me the other night with this problem on his Bobcat. What had happened was that the dirt under the peddle had been soft enough for things to work until we had a freeze overnight. The next morning the dirt had frozen solid and wouldn't allow the peddle to move down enough to work the function. He knew the pocket has stuff in it, but didn't realize it had build up as much as it had because there were loose leaves lying on top, and he thought it was just sticks and leaves, which is all that was under the other side. Dug everything out and it worked just fine. Easiest fix I've done in a long time.
 
I just rebuilt the control valve down by your feet and there is nothing down there very clean machine. The pedals all move the same distances. I was told the cavatation relief valve if it does not let air out could cause problems like this? Or would it be the system relief valve or only one left a boom relief valve but the boom works fine. "When I switched the hoses around for the bucket the problems were still in the heel part of the system which was the dumping or lifting of the front wheels."
