steering a 450 Case dozer

I'm looking at buying this Case 450D dozer. When you push one of the hi-lo levers in hi and the other in lo, shouldn't the dozer turn? What if you do this and nothing changes? The brake pedals don't work at all and when I tried the hi-lo levers to steer, it continued forward in a straight line! What could be wrong?
Also. What is the difference in the series numbers? You have 450B 450C 450D. Why?
 
I can't be a lot of help, but yes, it should turn. That's one of the advantages to the Case torque convertor drive is power to both tracks at once to be able to make "power" turns.

The 450B uses the Case 188 and 207 engines, the same as the 580 backhoes. The 450C uses the Case/Cummins 4-390. I've got a 550E, but tried out some 450's before I bought mine.

Hi:
A quick way to check:
FIRST, check the level of fluid in the drive unit under the seat.

Neutral, all 3 levers, engine running...
shift to FORWARD...
RIGHT TRACK... shift HI, rev engine, record.
shift LO, rev engine, record.
Repeat for LEFT TRACK,
Repeat for REVERSE.

The tracks should want to move when you rev the engine. If the track doesn't move it means the clutch plates need to be replaced.

The steering brakes have hydraulic brake cylinders that activate the brakes via a shaft.
Trouble shoot this by making sure that each component works, from the pedal, hydraulic cylinder, slave cylinder, linkage, and shaft rotation. Often it's just a matter of freeing up sticking parts.
