TD6 steering clutches stuck again

Hi everyone, I am in need of some advice. I have a TD6, I got it from a feller who had it sitting in his barn for 12-15 years and when I got it running the clutches were not stuck. Now the clutches keep getting stuck, it has not gotten wet and it's stored in a nice dry building but if I let it set for even 2 weeks I have to work with it for a good while to get them loose again. I even tried putting a strap on the handles to tie them back and I think that made it worse. What am I doing wrong?
 
2 Pipe Been a long time since I worked on a td 6 couple of things I can think of, they were bad to leak tns oil out in to the steering clutch housing. One thing you can do is next time you run the machine try making some long gradual turns or just put it against something and hold the clutches to the point that it stops. What I am saying is slip the clutches to brighten everything up down in there. Might help who knows.
 
I have tried that, I used it to drag logs about a month ago I was using it almost all day, but this past saturday I started it up and sure enough they are both stuck again. I was so mad I just pulled it back in the shed and went home.
 
I drive a 1944 T9 for my uncle, pushing silage every spring. I have been told the crawler has been at it since the 60's. when we make silage, we run every day and pile more on top of the pile before it rots, and when we get done and tarp the pile, I drive the crawler in the shed, raise the blade all the way up to put a board under it so the cylinders stay clean, shut down the engine, and use a little logan berry wire to tie each steering clutch back to the seat frame. that is the routine every year. never a stuck clutch since they brought it home.
and a neighbor has a oliver 70 that has a stick that fits under the seat frame and holds the clutch down over the winter, every year, for decades.
