Fiat Allis 8B steering problem

pull lever does not do anything must stomp brake to
get it to steer. This is a Fiat Allis 8B. The dozer
is in really good shape otherwise.
 
Seeing you're getting no response I'll assume yours works like a FA 10.

I'm assuming that you can turn it some, so the clutches aren't stuck?

So is your hydraulic circuit working? They pull oil from the crownwheel case through a filter low on the drivers LHS. If the oil level is low you can get a situation like you're describing where it will turn with heavy braking - not good for the clutches I'd reckon.

If the hydraulics are OK you should feel a pulsing of the brake pedal when you apply hard
