it freed up, several weeks of soaking it down with ATF/acetone mix did the trick it now moves enough so we were able to adjust it so the clutch will release and it steers both ways now. Thanks for the advice...
 
Great!!! Hope you get many years of service, I did. I also made a lot of money with mine, making other people happy. BTW, I got Cat to print an owner"s manual for me, which explained where 3 grease fittings were that I otherwise NEVER would have found in the engine area. That was before I had internet, now pretty easy to find any manual.
