D6D leaking around the throttle shaft

On the rod that controls speed I am not sure what to call it I would call it throttle shaft but think it is the governor, is leaking. I am not getting full power either. What is my best opinion on a fix.

I think you have a New Scroll fuel system on the dozer. The throttle shaft gets a good workout with the Decellerator. I suspect the housing is badly worn but you can check this out. That housing requires a lot of resealing compared to other governors. It's a bit of a trickery job and might be best to get the dealer to do it for you.
