d5 cat low power

I have an earlier model d5 cat . Lately its been unning low on horsepower . We have replaced the fuel filter and still no luck . It runs great and sounds great no smoke or oil consumption what so ever . Is there any possible way my injection pump governor might be out how can I ck that ? Or what's another good way of Cking power output . It just seems like I'm not getting enough fuel could it also be a turbo problem I do.t think it even has one .
 
Check the sediment bowl on bottom of the pump drive housing, then check the fuel pressure. Should be 20 to 30 psi under load.

What vintage machine is this? If it uses the 3204 engine there is generally an inlet screen in the lift pump that is probably below the injection pump. Remove the primary lines from the lift pump and you'll probably find the screen in one of the elbow's/fittings. I would venture to guess that anything later than a 'C' will have that screen.
