just inherited a TD7C and not familiar with mash. batteries hooked wrong by any standard is this 12 or 24 volt
 
Should be TWO 12 v parallel for 12 volt operation. I always just got one good 12 volt heavy duty 800cc amp or so will crank the thing. Real problem is the d239 ih engine . Has an oil pump balancer in the bottom of the engine that goes out and wipes out the engine. Get good 15w/40 engine oil in it and watch the oil pressure.
 
I don't have a TD7C but I have a TD8E with a dt239 motor and I use a single 12V 900cca and turns over and starts every time. However I believe originally it did have two batteries in parallel.
 
hooked them 12x2 and charged them. it turns!! not enough amps to start (batteries about 8 years old) new batts this week.
