MF 33 pay-loader steering question

I just picked up an old pay-loader, MF-33. It has three steering options, front wheel steer, rear wheel steer and all wheel steer. There are two handles just below the seat that I was told is how you select the steering options, I can't make these make sense. The problem is right now if I turn the wheel to the right all four wheels turn right, it kind of moves sideways rather than steer. Any info or suggestions would be greatly appreciated.

Go to the link below from where you can download a copy of the operators manual,very little in it about the steering but it will be handy for the oils etc,go to the link and click on Download,click on Save and save the file to your PC. Good luck with your new machine.
