t-340 crawler - possible governor problems?

We have an old t-340 we want to get running again. It ran fine about 5 years ago, but it got parked when I"m assuming the governor wore out. All of a sudden, the engine would race as fast as possible, no matter what we did to the throttle. The throttle was connected and seemed to be working, but had no effect. I remember looking down into the governor and it seems like a spring or something came loose inside. We haven"t touched it since.

My main question is... could this problem be caused by the governor, or is it something else? Also, will I need to purchase a new governor for $200 or so... or is it possible to fix it or rebuild it cheaper? In looking at the pictures of the new governor, I cannot see anything like a spring.
 
IH fitted a lot of different injector pumps over the years,have a look at the label for the details,if it's a Roosa Master its common in those pumps for the governor ring to break up and cause problems,for a test take off the fitting of the return line that is attached to the top of the pump and see if its blocked,clean it and put it back for a test,if you find debris it will be from the governor and the pump will need to be removed and the parts replaced,(work best left to the fuel injection shop) don't forget to time the engine before you remove the pump,line up the two match marks inside the little window on the side of the pump and don't move the engine till the pump is back on,if you suspect broken springs it would be best not to tempt fate,an over revved engine can throw a rod.

The T-340 is gas. There is definitely debris in there... I
have been looking for a while, but does anyone know
where to find a diagram for the governor and all parts
of it? I was able to purchase a chassis service manual
for this crawler but haven't seen a Full "updated"
service manual that will include engine components. My
dad found a shop that can rebuild it, but I would like to
understand what parts are involved in the governor just
out of curiousity.
