IH TD-8 dozer steering

I have a TD-8 dozer and lost power on the right side the brakes work good on that side but no power to the track?
I looked through the inspection cover and the clutch actuator seems to be working fine.
does anyone have any suggestions?

RHW I have 30 years experience on the ih crawlers. About a 20 minute fix. Thing is it needs to be done right and too much to type hear.
