Case 188 Roosamaster pump problem

I have a 310 Crawler with 188 diesel that ran fine last fall. After sitting a few months I tried to start it, and no luck. I cracked injector lines and only getting a dribble of fuel. Removed return line & fitting to the pump and all is clear. There is no check valve at top of the housing. I had one before like this on an AC HD-4, but on that machine it sat for many years and the delivery valve was stuck. Kinda hard to believe the delivery valve is stuck after sitting such a short time and the machine does have fresh fuel in it. Any ideas before I start taking the pump off?
 
It would be my guess that the fuel metering valve is stuck in the stop position,this can happen when the stop control is not pushed back to the run position after stopping the engine,you need to take the top cover off and move the valve manually to the run position,the valve is pushed by a crank to the stop position,it is returned to run by a spring,if it sticks the spring just gives without moving the valve,so after stopping return the control to run and put the throttle on full.

I had a similar problem with my IH 350D pump. It turned out to be the small pistons in the rotor were stuck with a light rust. Moisture had caused just enough light surface rust in the very tight bore that they would not move. I dissembled the pump and polished the pistons and bore with note pad paper and diesel. While I was at it I put all new seals and o-rings in. Runs great now. Another thing I found was a partially plugged inlet screen on the pump. Might check that first, easy check. If you decide to go into the pump, get a service manual. They are on ebay all the time. PK
 
I took the top of the pump off and metering valve lever is moving as it should. Still no fuel. I guess this leads me to the delivery valve being stuck? I have worked on Roosa pumps before and had same problem. So unless anyone has any other ideas, it looks like I'll be taking the pump off and taking apart.
