IH 500E dozer transmission issues

I am having trouble with my IH 500E dozer transmission. I bought this dozer with this problem and would like to get it fixed. When I put it into low gear, and put the shuttle in either forward or reverse, it does not move. When I put it into second gear, and put the shuttle into the forward position, it goes in reverse, and similiarly, when I move the shuttle in the reverse position, it moves forward. Third gear works just fine.

I purchased the parts manual, thinking there would be a gear missing or something was not in the correct position, but all seems to be as it should be.

I am not sure what the problem is, and would like any suggestions you might have. I am not a transmission expert, by any means.

Why it will not move in low I cannot elaborate on but I am betting you have two lines crossed in the reverse /forward issue.
 
I think I may know what the problem is.
Does machine have a torque converter? Does it have a winch?

It does have a torque converter, but no winch
 
I have a feeling the top cover on the transmission has been changed. There were 3 different covers used through the "c" and "e" series. Each was different in the way the gear patterns were. The cover you have may not jive with the way the trans gears are set up on the shafts. I will look in my books and see if I can decipher anything. Steve. www.pdmechanical.com
