Repair Cat D3C

Hi, I"m looking at a Cat D3C, unit will work in 1st gear but not in 2nd or 3rd. Any ideas on problem and cost to fix! Anybody had this problem? I know this is a hard question with out more info. Thanks for your time.

Sorry CAT D3C is a 1998.

Change the trans filter and cut the old one open and see what you find. Take it to a hill and see if it will roll down it in neutral. How does it steer? might have a tight brake band and be chewing up a drum.
