610B governor

Gas or diesel? I would first check that all the linkage, including both hand and foot throttles are free and moving through their full range.
 
My 611B took two cleanings with engine degreaser and pressure washer before the rod that runs behind the distributor and generator would move freely enough to take the pressure off the spring. I could reach over above the solenoid and push it by hand but it wouldn't return by itself until I got the crud off it. Most of the rest of the linkage was balky too for the same reason.

Yup, looks just like that except someone has added an extra large nut just in front of the guide on mine, apparently to slow the top speed down. Keeps it down to about 1800 rpm. I'm thinking I'll just leave it that way, I don't need any more than that.

The 600 is COM drive and needs max rpm to function well,left at 1800 it will be very lazy, I would do the necessary work to make it Idle well and get 2200 high idle. You can leave it as is but are sacrificing much of the tractors potential.
 
Your 600 will be very lazy if you do not get the high Idle rps to 22-2250 RPM, the torque converter needs rs to transfer engine torque effeciently.

es, I understand that. It's just that I don't need even half the power it has. At the time I bought it, it was what was available in S. Arizona. Its main chore is pushing over cactus, then scooping it up with the FE loader and dumping it elsewhere. It's way too big for my 1-acre yard, so I'll probably use it to clear one or two more. I've no earthly use for its full 40hp.
