970 brake arms stuck

New to me 970, brakes haven't worked since I got it. Starting to tear into them. The large arm on top of the brake housing, has the slave cylinder on it and the actuator lever goes into it. Both of mine appear to be stuck in an extended position. I was able to free one of them up a little bit by hitting it some with a hammer. The other one won't budge.

Can that pin that holds the arm on just be driven out? What's holding it in place? I'm thinking I should drive those pins out to see if I can free up the arms. May not be a bad idea to replace the slave cylinders while I've got it off too. Neither of them look that great.
 
I have warmed up the casting that the pin goes through and then used a air hammer to drive the pin out. It shears the roll pin securing it but no big deal. You can then
install a large bolt instead of the pin. The bolt is not a tight fit and does not rust tight like the pins did. Rod.
 

Gave that a try, just tried using a handheld propane torch and so far the air hammer won't budge it. Do I need to step it up to an actual torch?

Only other thing I can think of is to remove everything from the arm so it's just a free floating arm and see if I can't start working it back and forth with a hammer and pry bar.
 
actual torch, big mass of aluminum will suck the heat away faster than that propane one will make it.

Have to wait for my neighbors schedule to line up to bring his actual torch over. In the mean time I tried PB blast on the pivot overnight. I opened
the bleeder and then using a hammer was able to lower the arm. Closed the bleeder, pressed the brake pedal and the arm went back up and stayed up.
Think continuing with this method will ever accomplish anything?

Here's a pic of how far I'm able to get the arm to go down by hitting the top of it. Is it supposed to get any lower than that? Notice the size of the
gap under the slave cylinder.
