Power steering gear pump question

I thought to prime my power steering pump before I inserted it into front of engine. Its a 1961 Case W3 comparable to a 530. Its got the diesel 188. I poured oil into my reservoir and started to turn gear on pump with my hand. As soon as the oil got to pump it was hard yet not difficult to turn. It would trickle oil out of high pressure port. After a few turns it would spin backwards if I let go of gear. I'm assuming its simply building up pressure just with a few turns by hand.
 
I hooked up all the lines and started engine with front wheels off the ground and was able to bleed all the air out by actuating the power assist. Thank you for the replies.
