2290 case power shift and hydraulic diagnosis

Been a long time reader of this site and have learned a lot from you guys so I finally decided to join. This is my first post.

I've got a 2290 case tractor with about 7500 hours.

Early on it was used for small tillage work. For the last 3000 or so hours it's been used for mowing hay with a 10 foot JD disc mower, and round baling. No stationary pto work.

WORK THATS BEEN DONE to it include.
Drive components for the hydraulic pump, new torque limiter about 1000 hours ago.
Replaced hytran hydro fluid, both high flow filters, cleaned suction screen all about 2 years ago.

SYMPTOMS: Tractor won't move in any gear or powershift. Gearpump has been noisy for a while now. It's gotten progressivley worse over time. Remotes work. PTO works, 3 point arms lift. Steering and brakes work.

Tractor is supposed to surge when clutch pedal is depressed all the way and it no longer does this. Clutch pedal does nothing when depressed. You can put the gear selector in any of the four gears and nothing happens when you release the clutch. You can actually put it into gear with out depressing the clutch. the reverse lockout still works however.

I've purchased a complete service manual for the tractor.

TESTING: I tested all clutch packs in all power shift positions and c1, c2, c3, c4, and lube all tested good according to manual specs at both idle and high idle. Tested regulated pressure at the clutch regulator valve and it was 170 at idle and about 180 at high idle. Clutch pack pressures were as follows:
Clutch Released:

No pressure registered on gauge from test port at line between charged pump filter housing to the high pressure pump. Oil in that line is extremely foamy when I remove the test gauge from that port.

I raised the 3 point arms while going through the powershifts and the 3 point arms rose at a good steady speed in every power shift. It doesn't appear there are any major leaks in the clutch packs after these tests. However when I press the clutch pedal down while raising the 3 point arms the hydraulic pump circuit (probably the gear pump) whines, the 3 point arms momentarily stop, studder then resume lifting at normal speed. This is the only time the 3 point arms or remotes studder.

The clutch valve spool on the power shift seems to be seating all the way down into the valve body when the pedal is released. Travel is a little over an inch.

I think i have multiple problems going on. I think I have poor charge pump, or restricted filters and also hung up valve spools somewhere.

Any and all help would be greatly appreciated. Thanks for taking to time to read this. Hope the details help

It sounds like torque limiter center hub came apart it will need to be split. As for the noise in the piston pump it could be from
dirty filters or inlet screen restriction. The piston pump operates all functions except brakes and steering which is operated by a
little gear pump mounted on the back the of piston pump.

If the torque limiter center hub sheared wouldn't I lose my hydraulic pump? Is there more than shaft going through the torque tube? Also what's the best place to peek at the torque limiter? PS valve body?

No you will not lose hyd. I stock the torque limiter.

Where can I visually inspect the torque limiter hub? I was considering pulling the valve body to clean all the spools and bores to ensure smooth travel and inspect for scoring and contamination. Can I inspect through there? I'd like to get an eyeball on it before I split it.
